The Tiffany Telegram: May 29, 2026
Dear Friend,
We learned that more than 7,000 non-citizens in Wisconsin will no longer receive taxpayer-funded food stamps as a result of the Working Families Tax Cuts.
Last year, I voted to root out fraud and abuse in our safety net programs. Those programs were created to help vulnerable Americans who truly need assistance, not to be exploited by foreigners who are gaming the system.
Here’s the bottom line: American safety net programs are for American citizens. That is how we protect these programs for the seniors, disabled individuals, struggling families, and children who rely on them.
That is also why we established a Task Force to Eliminate Fraud. Already, federal prosecutors uncovered $1.6 million in food stamp fraud tied to a single convenience store in Milwaukee.
Unfortunately, that is likely just the tip of the iceberg since Governor Evers is refusing to allow the U.S. Department of Agriculture to conduct an audit of our food stamp records.
We are also restoring accountability by implementing work requirements for able-bodied adults receiving welfare benefits. In 2023, 80% of Wisconsin voters supported these common-sense reforms.
Our goal should always be to help people climb the ladder of opportunity to independence, not trap them in long-term government dependency. Work brings dignity, purpose, and a pathway to a better future.
Wisconsin taxpayers work hard for every dollar they earn. They deserve a government that respects their money, protects vital programs from fraud, and puts American citizens first.
Thanks again for starting off your weekend with us! We hope you enjoy this week’s edition of the Tiffany Telegram.
Sincerely,
Tom Tiffany

On this day in 1848, Wisconsin became the 30th state to join the Union. Happy 178th birthday to the best state in America.
Another Saipan scam
Weekly Telegram readers are familiar with the Commonwealth of the Northern Mariana Islands (CNMI). History buffs know this remote U.S. territory in the Pacific by other names, like Saipan or Tinian, fierce battlegrounds during World War II. Today, however, it’s better known as a hotbed for Chinese birth tourism thanks to an immigration loopholecreated during the Obama administration (and pried open wider under President Biden) that allows nationals of Communist China to visit the islands without a visa to give birth, granting their child immediate U.S. citizenship. It’s a phenomenon so widespread that in recent years, the number of babies born to foreigners in Saipan has exceeded the number born to legal U.S. residents. And that isn’t the only immigration racket happening on the CNMI. This week, an illegal alien there was handed an 18-month sentence for filing a whopping 242 fraudulent applications with U.S. immigration services for work permits. Incredibly, 66 of those applications were actually approved before authorities caught on and busted up the scheme. It’s important to remember that widespread gaming of our immigration system doesn’t just impact faraway islands – it hurts legal workers and undermines national security. That’s why I have introduced legislation to close the Biden-Obama birth tourism loophole, and will continue working to make sure American immigration laws are strictly enforced in all of America.
Defending the rights of veterans
Last week, House Republicans passed a wide variety of bills to honor and support our veterans. One of these bills was the Veterans 2nd Amendment Protection Act authored by Rep. Mike Bost (IL-02). Under current law, when the Department of Veterans Affairs assigns a financial aide to help a veteran manage their federal benefits, that veteran is automatically reported to the national criminal background check system and is subsequently barred from purchasing a firearm. Veterans should not have their Second Amendment right taken away simply because the government provides them a fiduciary to manage their finances. This bill will remove that provision and prevent the Department from transmitting data about a veteran to the federal database based on a fiduciary determination. Those who have laid their lives on the line to defend the Constitution should be able to enjoy the rights they fought for, and this legislation will ensure that they do.
Investing in America’s youth
As Telegram readers may recall, back in January, President Trump launched his plan to jumpstart the American Dream for the next generation through a new tax-advantaged investment account made possible through the passage of the Working Families Tax Cuts. Through these Trump Accounts, starting July 4, 2026, eligible children born between January 1, 2025, and December 31, 2028, will receive a $1,000 contribution from the Treasury. After that, families, employers, charities, and state, local, and tribal governments can contribute up to $5,000 a year to this account. A whopping five million Trump Accounts have already been opened this tax season. To make this process as seamless as possible, this week, the White House announced the launch of the Trump Accounts App, where families can easily access and manage these accounts. You can download it today. For more information on opening an account for your child, click here.

Action on forests
Last week, we had a great hearing in the Federal Lands Subcommittee, where we discussed a number of important bills that cut red tape, increase access, and help prevent wildfires. For decades, Washington, D.C. has treated active management as controversial and delay as harmless. And the results are impossible to ignore. Federal land management agencies have become slower, more bureaucratic, and less responsive to on-the-ground realities. The bills considered in this hearing reflect a different approach, one rooted in the idea that responsible management is not the enemy of conservation, rather it is what makes conservation possible. The Action Versus No Action Act addresses one of the core problems within the current antiquated and inefficient NEPA process, which requires agencies to often spend years evaluating endless hypothetical alternatives while conditions continue to deteriorate. In many cases, the greatest environmental consequence is not the proposed action, but the failure to act at all. When forests are overgrown and communities are vulnerable, endless delays carry their own very real cost. Similarly, legislation sponsored by Rep. Harriet Hageman would repeal the Clinton-era “Roadless Rule” and recognize that forests cannot be managed from Washington through blanket prohibitions and one-size-fits-all mandates. We can’t lock our forests up and throw away the key, and then be shocked when they turn into tinderboxes ready to explode. Healthy forests require healthy management practices. Without roads, that’s simply impossible.
