The Tiffany Telegram: July 18, 2025
Dear Friend,
Telegram readers know that I have been leading the charge to get the United States out of the corrupt World Health Organization (WHO) for years now—and for good reason.
Under the Biden administration, there was a dangerous plan to surrender America’s pandemic policy to unelected global bureaucrats by signing on to the WHO’s pandemic treaty without ever going through Congress.
That’s why I introduced legislation requiring that any agreement coming out of the WHO’s so-called intergovernmental negotiating body be treated as a treaty. That means it must go through the U.S. Senate and require a two-thirds majority vote for approval, just like our Constitution requires.
This legislation passed the House last Congress, exposing what the Biden administration was seeking to do, and thankfully, forced them to pump the brakes on their plan.
The WHO has proven time and time again that it cannot be trusted.
During the COVID-19 pandemic, the WHO ignored early warnings from Taiwan and amplified the Chinese Communist Party’s lies that there was “no clear evidence of human-to-human transmission.” That reckless behavior cost us lives, and made it clear that the WHO serves the CCP.
That’s why I was so glad this year when the Trump administration took action on day one to fully withdraw us from the WHO. And today they even took it a step further by formally rejecting the WHO’s pandemic treaty. This treaty would have handed the WHO new powers to impose global lockdowns, restrict travel, and interfere in national health decisions based on vague “potential public health risks.”
America’s public health policy belongs to the American people. It should never be dictated by unelected globalists at the WHO or the United Nations.
This decision by the Trump administration is a major win for American sovereignty, but I realize we can’t stop here.
Just last night, I voted to claw back $135 million in funding to the WHO. Senator Ron Johnson and I are also continuing our work to make sure no future president can pick up where Biden left off and unilaterally sign on to any WHO treaty without Senate approval. You can read more about that here.
I will keep fighting to protect our freedom from bureaucrats in Geneva who think they can override the will of the American people.
Thanks again for starting off your weekend with us! We hope you enjoy this week’s edition of the Tiffany Telegram.
Sincerely,
Tom Tiffany

Trimming the fat
Over the last few months, we’ve been telling you about some of the wasteful Washington spending that’s been uncovered by President Trump’s auditors at the Department of Government Efficiency (DOGE). That list includes blowing billions in tax dollars on everything from a Sesame Street show in Iraq and foreign “DEI musicals” to “LGBTQI+” handouts and giveaways to the scandal-plagued United Nations. That work helped lay the foundation for what’s known as “rescissions” legislation designed to claw back $9 billion of this Beltway bloat for taxpayers. The package pulls the plug on $8 billion in foreign aid spending, and around $1 billion in funding for government-funded “media” outlets. With our national debt clocking in at $37 trillion, should American taxpayers really be on the hook to pay the bills of unstable overseas governments, corrupt “non-governmental organizations,” shady international organizations, and finance the propaganda of state-run “news” outfits? The answer is clearly no – and it’s why Congress approved these long-overdue cuts last night. It’s a good start, but there is much more work to do. You can read more about the package – which now heads to President Trump’s desk for his signature – here, and see how lawmakers voted on it here and here.
Americans deserve full transparency
There has been a lot of news surrounding the Department of Justice and the Jeffrey Epstein investigation. As Telegram readers know, I have always been consistent when it comes to the government releasing information. Whether it’s the Biden family’s enrichment schemes or the sealed Epstein files—the American people deserve full transparency. You have a right to know the facts and to judge for yourselves. Only through complete transparency can we restore trust in our institutions. At the same time, this process must be handled with sensitivity. It is essential to protect the well-being of victims, especially minors, who may be referenced in this investigation. I support a fair and thorough inquiry that respects their dignity while providing the American people with the information they rightfully deserve. You can read more on what I said about it this week here.
The truth about the OBBB: Week 1
There’s a lot of noise and misinformation coming from the other side about the One Big Beautiful Bill (OBBB), so I’m launching a new section right here in the Telegram to give the facts directly to you. Democrats want you to believe this bill is just a tax cut for the rich. That’s a big, fat lie. Whether you are raising a family, running a small business, operating a family farm, clocking in on the night shift, or living on a fixed income as a senior, this bill was crafted for you. In fact, the nonpartisan Joint Committee on Taxation released an analysis showing that the largest share of tax cuts under the OBBB goes to working Americans making under $50,000 a year. Additionally, take-home pay for Wisconsin families is projected to increase by more than $7,000. This is due to provisions that make the Child Tax Credit bigger, allow tax deductions for overtime and tips, increase tax relief for seniors, support businesses to raise wages, and much more. The OBBB opens a new chapter in Washington, one that puts the American people first.

Those making less than $50,000 receive the largest proportional benefit under the OBBB.
Recent Legislation
No land for the CCP
This week, I once again cosponsored the No American Land for Communist China Act, which would prohibit the CCP from purchasing land adjacent to federal property. You may remember that I helped introduce similar legislation last Congress. Communist China should not be able to buy up swaths of American land, and it is past time for Congress to act to protect our national security. Specifically, this will prevent any agent of the Chinese Communist Party (CCP), or business owned by the CCP, from buying land near military installations, national labs, and land with critical resources. This has grown into a major problem as China has continued purchasing farmland near these sites, and we certainly don’t need to think long and hard about what the intentions behind this effort might be. We need to address this issue with a strong sense of urgency, as we cannot waste any more time when it comes to tackling this problem. You can learn more about this important legislation here and view a map of the Chinese-owned farmland around our military bases here.
Protecting Americans’ right to privacy
This week, the House passed a series of legislation in celebration of Crypto Week. Congress, alongside President Trump, delivered major wins for digital innovation. One bill is the bipartisan GENIUS Act, which now awaits the President's signature. The GENIUS Act establishes the first federal framework for U.S. payment stablecoins, requiring full backing by liquid assets and transparency to support innovation and consumer protection. The House also advanced two essential bills that are now in the Senate for consideration. The first of which is the Digital Asset Market Clarity Act, otherwise known as the CLARITY Act. This bill establishes a clear regulatory structure for digital assets, dividing oversight between the CFTC and SEC to encourage innovation while protecting online consumers. The second, which I cosponsored, is the Anti-CBDC Surveillance State Act. This blocks the Federal Reserve from creating a Central Bank Digital Currency, thereby protecting Americans' financial privacy. Thanks to the help of House Freedom Caucus Members, we took a step in ensuring that no CBDC surveillance tool could be used against Wisconsinites. With stablecoins now surpassing $220 billion in circulation, these legislative actions permit stablecoins as a modern payment tool while safeguarding individual freedom and privacy.
