The Tiffany Telegram: August 22, 2025
Dear Friend,
Telegram readers know I’ve been leading the fight to stop wind and solar industrial projects from destroying American farmland.
These projects aren’t just unreliable, but they also leave us dependent on Communist China, which controls much of the global supply chain for the minerals used in solar panels. In other words, we are sacrificing our productive farmland to benefit China.
Since 2022, I have been pushing the FARM Act to end federal subsidies for wind and solar development on agricultural lands. You can read more from Fox News here.
Through the One Big Beautiful Bill, I made major strides, sitting down with President Trump to ensure these projects would need to be placed in service by the end of 2027 to qualify for subsidies. Then, on July 7th, President Trump took it a step further, issuing an executive order directing the Treasury Department to “strictly enforce” the end of tax credits for wind and solar projects on farmland.
And this week, the USDA followed through, announcing an immediate ban on subsidies for wind and solar projects on productive farmland.
The land that feeds America should never be sacrificed for unreliable green energy experiments. With this action, the USDA is making it clear that agriculture, not foreign-made solar panels, belongs on America’s farmland. Ensuring that our land, food supply, and rural traditions are protected for generations to come.
This is a huge step toward getting the FARM Act enacted, but the fight to protect our farmland is not over.
I also co-introduced, alongside Rep. Mary Miller (IL-15), the Protecting Our Farms and Homes from China Act, which will end Communist China's ownership of U.S. farmland and homes. Right now, roughly 265,000 acres of U.S. farmland are owned by Chinese entities—a direct threat to national security and American farmers.
We cannot allow foreign powers to dictate the future of our farms and our food. It is past time to end this and stop the CCP from buying up our heartland.
Thank you for starting your weekend with us! We hope you enjoy this week’s Tiffany Telegram. We will be back in two weeks with more updates!
Sincerely,
Tom Tiffany
Member of Congress

Developers can receive up to $50,000 per acre in taxpayer-funded solar subsidies. Click here to watch my interview on protecting our farms and food security.
Justice for illegal road closures
On Tuesday, I sent a letter to the Department of Justice asking them to seek compensation for the town of Lac du Flambeau in light of the recent court decision. As many of you know, the Lac du Flambeau tribe put up illegal barricades on four roads in the middle of winter that put residents’ safety at risk. The tribe then demanded $20 million from the town and forced them to pay monthly installments to keep the roads open. These payments amounted to $600,000, and this extortion racket decimated the town’s finances. Earlier this month, U.S. District Judge Conley ruled that the tribe’s actions were illegal, which is why I am asking the Department of Justice to investigate this matter and seek damages from the tribal government to reimburse the town. The reckless and irresponsible actions of the tribe should not go unaddressed, and they should not keep one penny from this illegal shakedown. I hope that Attorney General Pam Bondi and the DOJ are able to do what is right and deliver justice to the small town of Lac du Flambeau and its residents.
The 90th anniversary of Social Security
Last week was the 90th anniversary of Social Security, and in just the past few months, President Trump and Republicans in Congress have taken the largest steps in history to make sure this important program is stronger and more resilient than ever before. Through the passage of the One Big Beautiful Bill, 90% of our seniors will get to keep more of their earnings with no taxes on their Social Security. Since taking office, President Trump and the Social Security Administration have removed nearly 275,000 illegal aliens from the system and taken great strides to eliminate the waste, fraud, and abuse throughout Social Security. Additionally, the Social Security Administration has streamlined its operations in order to improve customer service, reduce backlog, and provide seniors with the proper support that they deserve. It is important to protect retirement programs - such as Social Security - that our seniors have paid into their entire lives. I will continue to do everything I can to ensure this vital program remains solvent and accessible to millions of hardworking Americans who rely on it.
The truth about the OBBB: Week 4
You will hear a lot from the Left claiming this bill may cut Medicaid and Food Stamps for vulnerable populations, but that’s false. I have set the record straight before, and I will do it again. Wisconsin Democrats have repeatedly attacked me on this, but either they have not read the bill, or they prefer to spread misinformation. The bill does two key things, and neither harms vulnerable Americans and the people meant for these programs – seniors, individuals with disabilities, low-income children, or pregnant women. First, it protects these programs by removing illegal aliens, ensuring Medicaid and SNAP serve only U.S. citizens. Second, it requires able-bodied adults without young dependents to work, volunteer, or participate in job training for 20 hours per week in order to receive benefits, with exemptions for the elderly, pregnant, disabled, caregivers, or those enrolled in school at least half-time. This is a provision that nearly 80% of Wisconsinites supported in 2023. Right now, roughly 60% of able-bodied adults on Medicaid have no earned income, and only 28% of able-bodied individuals on Food Stamps have earned income from work. This reform preserves resources and reduces wait times for the Americans who truly need them. I encourage you to listen to my interview with Senior Living on KDAL here.
Back the brave
Last week, the Department of Veterans Affairs (VA) announced record results. As of August 8th, the department has processed over 2.5 million disability compensation and pension rating claims, surpassing all of last year, nearly two months early. The backlog is down 37 percent since January 20th, after increasing 24 percent during the Biden administration. July was the first month ever to exceed 300,000 completed claims. This year alone, the VA has opened 16 new health care clinics nationwide and offered nearly one million early-morning, evening, and weekend appointments to deliver care faster. The VA is also realigning an additional $800 million this year to upgrade facilities to ensure safe and modern care. Veterans enrolled in the VA health care system can easily and quickly use community care at the department’s expense. The department is accelerating the deployment of its integrated electronic health record and has identified and recovered $106 million in duplicate billing. If you need help receiving your VA benefits, please get in touch with my office.

The VA under President Trump has processed more claims in a single year than ever before.

Wisconsin delegation urges FEMA aid
Severe flooding devastated parts of southeast Wisconsin last week. In response, the entire Wisconsin Congressional delegation has called on FEMA to expedite a Joint Preliminary Damage Assessment (PDA) to support recovery efforts following this historic disaster. This assessment is a critical first step toward securing federal assistance for families, local governments, and communities as they recover and rebuild. Although the hardest-hit areas are in the southern part of the state, my office is here to help anyone affected. If you or someone you know has been impacted by the flooding, please contact my office, and we will connect you with the right resources. You can read the full letter here.
District Update
Upcoming Service Academy Day
On September 6th, staff members from the Wisconsin delegation will be joined by representatives from the U.S. Air Force Academy, U.S. Coast Guard Academy, U.S. Merchant Marine Academy, U.S. Military Academy, and U.S. Naval Academy to discuss best practices for applying to and attending our nation's service academies. All high school students admitted to our nation's military service academies must first receive a nomination from at least one member of their state's Congressional Delegation, the Vice President, or the President of the United States. If you or someone you know is interested in getting a head start with the application process, I hope you will attend. Click here for more information.
Photo of the week
Wisconsin is full of great summer lake events, and this is definitely one of them. Last week, 44 veterans from Camp American Legion and the surrounding areas took part in Vets and Guides’ annual “Day on the Water” fishing event. A fleet of over 20 boats and pontoons carried veterans for fishing trips and scenic tours on the Minocqua Chain of Lakes, and they ended the day with a fish fry and brat lunch. We thank these American heroes for their service to our great nation. If you would like to submit a picture to be featured in our photo of the week section, please email it to comms.tiffany@gmail.com with your name and location.
